Renders a native translatable HTML textarea.

Shows or hides an element based on the provided conditions.
If an element's conditions are unmet the element will be hidden and its available

Note that while the size of the textarea wrapper changes, the size of extras like a description or error won't be limited to the wrapper's space. Instead it will take up the full space in the container left after subtracting the size of the label:
